Brief synopsis
"Heroin has almost disappeared from Stuttgart, but its going to come back". Therapeutic substitution aims to contain the use of illegal drugs and to fight drug related felonies. Yet, drug-dependant persons face a problem: there is less and less doctors who prescribe substitute drugs.
